キラキラネームとは、あまりに個性的であり、見た人や聞いた人が奇抜だと感じる人名を意味する。
例えば、日本人の名前なのに欧米人風である名前や、人名だと認識しづらい名前（食べ物の名前など）が挙げられる。
漫画家にはこのような特徴を持つペンネームを使用する人が多くいるが、本名ではないため、キラキラネームとはいわない。
キラキラは輝く様子を表すオノマトペであり、肯定的に使われることが多い。
しかし、キラキラネームはある名前が奇抜であることを婉曲に表しており、良い意味では使われない。
人名の漢字は一般に、正しく読むのが難しい。
キラキラネームの場合は、常識や経験に基づいて読むことができないため、いっそう難しい。
ただし、ある名前が自然か不自然かは時代によって異なり、現在はキラキラネームとされる名前が、普通の名前になるかもしれない。

日本では、生まれた子供の名前について、出生から14日以内に、漢字（ひらがな、カタカナも使用することができる）とその読み方を届け出なければならない。

また、知らないと正しく読むことが難しいため、キラキラネームをつけられた人は、名前を呼びたい人から読み方を訊かれることが多い。
名前を人名であると認識しづらい場合、ビジネスの場などの真剣な状況下であっても、冗談を言っている、またはふざけていると思われることがある。
さらには、親の考え方が常識とは異なると思われ、結婚などで不利となることもある。

The meaning of kirakira-name
Kirakira-name means a personal name which is so unique that those who see or hear it feel the name eccentric.
For example, it includes a westernized name although the named person is Japanese, and a name which is difficult to recognize as a name of person (a name of food etc.).
Many cartoonists use pen names with such a feature; however, we don’t call them kirakira-names because they are not their real names.
Kirakira is an onomatopoeia expressing a sparkling appearance, which is often used positively.
Nevertheless, kirakira-name expresses a name is eccentric euphemistically, and is not used positively.
Chinese characters in a personal name are generally difficult to read correctly.
As for a kirakira-name, reading it is more difficult because we cannot read it based on common knowledge or experience.
Note that whether a name is natural or unnatural varies depending on the time, and a name currently recognized as a kirakira-name may become a common name.
Regulations for naming
In Japan, for the name of a newborn, Chinese characters (hiragana and katakana may be used) and corresponding reading must be registered within 14 days from the birth.
About 3000 Chinese characters which may be used are designated.
Because the reading is not regulated, ignoring original readings of the Chinese character is possible to name the baby.
For example, as for the Chinese character “月” meaning the Moon, you can designate the reading of the name “Muun (Moon)”.
